The Greek government has introduced a new pathway allowing foreign nationals to invest at least €250,000 in local startups in exchange for a residence permit through its Golden Visa programme, which officially launched on 1 January 2025. Here’s what you need to know as an investor or expat in the EU.

Under the new rules, investors are now able to secure a Greek residence permit by putting a minimum of €250,000 into local startups registered on the Elevate Greece platform. This pathway, launched on 1 January 2025, is a more affordable alternative to the standard real estate investment tiers.

The government also plans to offer three-year tax breaks for Golden Visa holders who opt for long-term property leases, sweetening the deal further for potential investors. Specific details are yet to be finalised, but the initiative is expected to open doors for both investors and Greek entrepreneurs.

Current investment options for Greece Golden Visa

Real estate purchases continue to be the bread and butter of the Greek Golden Visa programme. The minimum real estate investment is €400,000 in most regions, rising to €800,000 in popular areas like Athens, Thessaloniki, and certain islands. Other golden visa investment routes include:

Government bonds: €500,000 minimum investment.

Capital contribution to Greek companies: €500,000 minimum.

Fixed-term bank deposits: €500,000 minimum.

Shares in mutual or alternative investment funds: €350,000 minimum.

Why Greece Golden Visa is popular

It might not be the most lucrative residency programme out there, but Greece’s Golden Visa has gained traction for several reasons. It offers a more affordable entry point compared to some other EU countries.

No residency requirement: Investors don’t have to live in Greece to maintain their permit.

Family inclusion: The visa extends to the investor’s spouse, children, and parents.

Path to citizenship: After seven years of residency, investors may be eligible for Greek citizenship.

EU access: The permit allows visa-free travel within the Schengen Area for up to 90 days in any 180-day period.

Alternatives to Greece Golden Visa

1) Portugal Golden Visa: Widely regarded as the best Golden Visa in the EU, Portugal’s scheme is known for its flexibility and allows investments starting from €250,000 in certain categories.

2) Spain Golden Visa: Spain’s programme was formally abolished and stopped accepting new applications on 3 April 2025 under Organic Law 1/2025. Existing permit holders may still renew under prior conditions, but no new Golden Visa applications are accepted.

Both alternatives provide similar (if not better) benefits to the Greek programme, including Schengen Area access and pathways to permanent residency and citizenship.
